Are you a Technical Product Manager with a passion for delivering secure, mission-critical systems?

We are seeking a skilled and motivated Technical Product Manager to join one of our embedded government secure delivery squads. Operating as a servant leader within an Agile Release Train (ART), you will be responsible for guiding your squad to deliver high-quality technology change at pace, within an environment where security, rigour, and collaboration are paramount.

This is a hands-on role for someone who is passionate about helping teams perform at their best. You will help to break down outcomes into technical tasks to build and prioritise the backlog.

What You’ll Be Doing

  • Help to define the Product Vision for your delivery squad and technical area of responsibility.
  • Leading requirements elicitation workshops, writing user stories, use cases, and functional specifications. Translating business needs into tech-ready requirements.
  • Managing and Prioritising the Product Backlog to ensure that the backlog reflects the most critical customer and stakeholder priorities, allowing the development team to focus on delivering maximum value.
  • You will represent the Customer and act as their voice to gather feedback and understand user needs which can then be fed into the squad for context and to ensure product development meets user expectations.
  • You will collaborate with stakeholders to gather requirements, clarify expectations, and ensure that all parties are aligned with the product goals.
  • You will participate in Sprint Planning to help select items from the product backlog for implementation in the upcoming sprint. You will help to prioritise these items based on their value and feasibility.
  • You will also lead on Continuous Improvement including refining the product backlog and adapting the product strategy based on user feedback and programme changes.

What You’ll Bring

  • Demonstrable experience as a practising Technical Product Manager, ideally in a scaled agile environment (SAFe, LeSS, or similar).
  • Business Analysis Certifications (CCBA, CBAP, IIBA-AAC, PMI-PBA or equivalent)
  • Good knowledge of Scrum, Kanban, and Lean-Agile principles with proven ability to apply these in a real-world delivery context.
  • Experience working within UK Government, public sector, or defence and security programmes.
  • Active Security Check (SC) clearance — candidates without current SC clearance will not be considered.
  • Willingness and eligibility to undergo Developed Vetting (DV) — this is a mandatory condition of employment for this role.
  • Excellent communication skills with the ability to run engaging and productive workshops/meetings for both co-located and hybrid teams.
  • Strong interpersonal skills — a natural collaborator and communicator who builds trust quickly across technical and non-technical stakeholders.
  • Comfortable working in ambiguity, navigating complex organisations, and adapting to the constraints of secure delivery environments.

Bonus Points For

  • Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner I (PSPO I)
  • Experience operating within or alongside classified UK Government secure environments (e.g. SECRET or above).
  • Familiarity with tooling commonly used in secure government contexts (e.g. Jira, Confluence, or equivalent approved platforms).
  • Understanding of GDS Service Standard, Cabinet Office delivery governance, or equivalent public sector frameworks.
  • Experience working alongside or within a SAFe Agile Release Train, with exposure to PI Planning and ART-level ceremonies.
  • Background in technology delivery across relevant domains such as cyber security, infrastructure, digital services, or data.
