ROLE OBJECTIVE

The Technical Business Analyst (AI) will bridge procurement domain needs, AI-enabled capability, and platform delivery. The role focuses on translating commercial and operational use cases into clear technical requirements, feasible delivery options, and evidence-based roadmaps, while ensuring alignment with governance, data constraints, and Responsible AI standards.

The role does not design or build AI systems, but enables informed decision-making on what should be built, how, and when.

KEY RESPONSIBILITIES

1. Use Case Analysis & Feasibility
  • Analyse AI use cases across the procurement lifecycle (e.g. GEARS, CDP, workflow automation).
  • Elicit and document functional and non-functional requirements.
  • Assess feasibility across:
    • data availability
    • technical constraints
    • governance and policy
    • user readiness
  • Support prioritisation and scoping decisions.
2. Requirements Definition
  • Translate business needs into:
    • structured requirements
    • interaction flows
    • data requirements
    • acceptance criteria
  • Define clear input/output expectations for AI-assisted workflows.
  • Identify dependencies, assumptions, and constraints early.
3. AI & Data Mapping
  • Work with architects and data specialists to:
    • map data sources
    • understand data quality and limitations
    • identify gaps and risks
  • Support creation of artefacts such as:
    • data opportunity maps
    • AI readiness assessments
    • prototype input/output schemas
4. Options & Roadmap Development
  • Support the development of technical options (e.g. COTS, hybrid, custom).
  • Assess trade-offs between:
    • feasibility
    • cost
    • complexity
    • reuse potential
  • Contribute to:
    • options roadmaps
    • sequencing plans
    • future-phase recommendations.
5. Stakeholder Engagement
  • Work closely with:
    • procurement SMEs
    • AI Working Group members
    • architects and engineers
  • Facilitate workshops and structured discussions.
  • Translate SME insight into actionable artefacts for delivery teams.
6. Governance & Assurance
  • Ensure requirements and options align with:
    • UK Government AI Playbook
    • Responsible AI principles
    • Procurement Act considerations
  • Support identification of:
    • risks
    • mitigations
    • audit and assurance needs
  • Contribute to evaluation and decision packs for senior stakeholders.

Skills & Experience
  • Strong experience as a Business Analyst on digital or platform programmes
  • Understanding of AI concepts (not necessarily model development)
  • Experience working with data-driven systems
  • Ability to assess technical feasibility and delivery options
  • Comfortable working with senior stakeholders and SMEs
  • Familiarity with public sector governance and delivery environments
  • Highly desirable: domain knowledge in procurement and grants .
