Digital Product Manager at Ministry of Justice, London/Remote, 6 Months, £Contract Rate

HM Courts & Tribunals Service is responsible for the administration of criminal, civil and family Courts and Tribunals in England & Wales. Their roles support service users and colleagues within HMCTS, where people and businesses access potentially life-changing justice. As a Product Manager, your main responsibilities will be:

• Define and deliver the strategy, roadmap and governance for AI code tooling across MoJ digital teams.
• Establish and maintain cross-functional stakeholder alignment for the selection, governance, and implementation of AI tooling.
• Oversee agreed tooling and token budget plans that balance business value, user demand, and cost constraints.
• Establish a sustainable product offering that enables engineers to safely and effectively realise the benefits of AI-powered development.

Essential:

• Product strategy and roadmap development aligned to business and user needs.
• Expertise in prioritising backlogs, validating value, and delivering measurable outcomes.
• Strong user-centred approach using research and insights to inform product decisions.
• Proven stakeholder management skills, building alignment and influencing across teams.
• Agile and Lean delivery experience focused on continuous improvement and value delivery.
• Data-driven decision maker leveraging analytics, user feedback, and performance metrics.

Desirable:

• AI and developer tooling: Previous experience of AI-enabled software development, developer tooling or engineering productivity products would be beneficial, but is not essential. More important is the ability to work confidently with technical specialists, quickly build an understanding of unfamiliar technology, and turn emerging technical possibilities into coherent product choices.
