Role:
We are looking for a highly experienced and dynamic Programme Manager to lead a large-scale, end-to-end review of a workplace booking service. The programme will assess current processes, technology tools, user journeys, governance and operating model, identifying opportunities to create a simpler, more consistent and effective workplace booking experience.
The Programme Manager will initially lead the discovery and definition phase, with authority to coordinate workstreams, request evidence, challenge assumptions and bring recommendations to the programme sponsor. Progression into mobilisation and implementation will be subject to approval of the business case, roadmap, funding and delivery model.
Responsibilities:
- Lead a large-scale, end-to-end review of the organisation’s internal meeting room and desk booking service, initially focusing on the discovery and definition phase.
- Assess current processes, technology tools, user journeys, governance, and operating models to identify opportunities for a simpler, more consistent, and effective workplace booking experience.
- Coordinate workstreams, request evidence, challenge assumptions, and present recommendations to the programme sponsor.
- Develop and secure agreement for key programme documentation, including the programme charter, scope, stakeholder and governance map, current-state assessment, baseline data pack, options appraisal, target service and operating model, booking policy, business case, benefits realisation plan, prioritised roadmap, and mobilisation plan.
- Provide end-to-end leadership across discovery, assessment, target-state design, roadmap development, and mobilisation, ensuring clear outcomes, scope, milestones, and accountabilities.
- Define simplified, standardised, and user-centred processes to improve availability, accessibility, utilisation, colleague experience, and operational efficiency.
Essential Skills:
- Proven track record as a Programme Manager delivering complex, enterprise-wide transformation in large, matrixed organisations.
- Demonstrable experience leading end-to-end service reviews covering processes, technology, data, governance, and operating models.
- Strong programme planning, governance, financial management, benefits management, and dependency management capabilities.
- Experience translating discovery findings into clear target-state designs, investment cases, and executable roadmaps.
- Strong analytical skills, with the ability to interpret operational data, user insight, and service performance information to support decisions.
- Exceptional leadership, communication, and stakeholder management skills, with the credibility to influence senior leaders and resolve competing priorities.
- Experience managing multidisciplinary teams, multiple workstreams, and third-party suppliers.
- Strong understanding of organisational change, communications, and adoption in complex environments.
- A pragmatic, outcome-focused approach, balancing strategic design and delivery detail.
- Proficiency in recognised programme and project management methodologies (e.g., MSP, PRINCE2, Agile).
Desirable Skills:
- Ability to lead through ambiguity, reconcile conflicting stakeholder needs, and challenge incomplete or unreliable evidence while maintaining momentum and constructive relationships.
- Professional certification such as MSP, PMP, or PRINCE2 Practitioner.
- Experience in workplace, property, facilities, or hybrid-working transformation.
- Experience assessing or implementing workspace booking platforms.
- Knowledge of workplace utilisation, capacity planning, and occupancy data.
- Experience within a professional services or similarly complex multi-site organisation.
