On behalf of Homes England we are looking for a Digital Programme Manager (Inside IR35) for a 6 month contract. Remote working with occasional travel across London, Leeds and Newcastle.

We are seeking an experienced Programme Manager to lead complex transformation programmes within Homes England 's Integrated Change Programme.

 

The successful candidate will have a strong track record of delivering large-scale business and digital transformation initiatives, with experience operating across organisational change, digital, data and technology environments. Experience delivering cyber security or digital resilience programmes would be highly advantageous.

 

Working within a complex stakeholder environment, you will be responsible for delivering programme outcomes, benefits, governance, financial control and strategic change objectives.

 

As a Digital Programme Manager your main responsibilities will be to:

 

  • Lead the delivery of complex transformation programmes and workstreams.
  • Drive successful outcomes across business, digital, data and technology initiatives.
  • Develop and maintain programme plans, budgets, governance and reporting.
  • Manage risks, issues, dependencies and benefits realisation.
  • Build strong relationships with senior stakeholders and delivery teams.
  • Provide leadership and direction across matrix-managed resources and suppliers.
  • Ensure programmes are delivered to agreed scope, cost, quality and timelines.
  • Support the development of business cases and assurance activities.

 

Essential:

 

  • Significant experience delivering complex programmes within government, public sector or similarly regulated environments.
  • Proven programme leadership across large-scale business and digital transformation initiatives.
  • Strong understanding of programme governance, assurance and delivery controls.
  • Experience managing budgets, resources, risks, issues and dependencies.
  • Experience working across Agile, Waterfall and Hybrid delivery environments.
  • Excellent stakeholder management and influencing skills.

 

Desirable:

 

  • Delivery of cyber security, information security or digital resilience programmes.
  • Digital, Data and Technology (DDaT) delivery experience.
  • Central Government experience.
