Role Profile:
To support a busy commercial function delivering a broad range of IT procurement and contract management activities.
This role will focus on leading end-to-end procurement exercises across IT and digital categories, supporting the delivery of high-value and high-risk commercial activity. It sits within a collaborative commercial team and requires a proactive individual who can work independently, engage senior stakeholders, and drive commercial outcomes across a diverse IT portfolio.
As an IT Procurement Manager, your main responsibilities will be to:
- Lead IT procurement and commercial activities from inception through to contract award.
- Develop and implement sourcing and procurement strategies for technology-related requirements.
- Manage competitive procurement processes through frameworks such as G-Cloud and Digital Outcomes & Specialists (DOS).
- Produce and review procurement documentation, ensuring consistency of scope and alignment with business requirements.
- Work closely with legal teams to draft and negotiate contract terms and conditions.
- Deliver high-value and high-risk contracts and framework agreements in accordance with public sector procurement regulations.
- Identify and mitigate commercial risks through appropriate negotiation and supplier management strategies.
- Conduct pre-award and post-award negotiations to achieve best value outcomes.
- Build effective relationships with internal stakeholders and suppliers to influence commercial decisions.
- Provide commercial advice and support across a wide range of hardware, software, and digital service procurements.
- Resolve commercial disputes and support contract management activities where required.
- Ensure procurement activities are delivered to agreed timelines, governance requirements, and quality standards.
Essential:
- Proven experience using G-Cloud and Digital Outcomes & Specialists (DOS 6/7) frameworks.
- Ability to manage compliant competitions and call-off processes.
- Demonstrable experience delivering end-to-end IT procurement exercises.
- Experience operating within UK public sector procurement environments.
- Strong understanding of technology procurement across software, hardware, cloud, and digital services.
- Strong stakeholder management and influencing skills, including engagement with senior leaders.
