Independent Contractor - Regulatory Reform Project at Financial Services Regulatory Authority of St Helena, Remote, 12 Months, £Contractor Rate

Contract Description

The Financial Services Regulatory Authority is the financial services regulator in St Helena, a UK Overseas Territory. The FSRA wishes to engage an Independent Contractor to assist with the delivery of a major regulatory and operational modernisation project.

The FSRA is leading a programme of work to transform St Helena into a new international financial hub, focused on sustainable finance. This transformation involves a complete modernisation of anti-money laundering legislation, company law, tax law and financial services regulation.

These regulatory and legal changes in turn need to be implemented at an organisational and institutional level.

The engagement will provide the chosen Independent Contractor with exposure to a high-profile regulatory transformation programme and extensive contact with senior stakeholders.

The Independent Contractor will carry out the engagement on a mostly remote basis, with occasional in-person meetings with the project team.

Engagement Scope

  • Act as the lead project manager for the implementation of the legislative and regulatory changes, by the FSRA, the St Helena Companies Registry and by local law enforcement bodies.
  • Produce and keep up to date a detailed project plan and actions log for each legislative and regulatory workstream.
  • Act as the lead project manager for the digitalization and overall operational transformation of the St Helena Companies Registry.
  • Assist in writing and publishing consultation papers and organising related consultation activities.
  • Assist in developing a commercial strategy, including designing a sustainable finance “product” for the Company Registry.
  • Assist in developing a tax strategy to support the sustainable finance and other commercial goals.
  • Produce professional presentations and other materials.

Contractor Profile

The chosen contractor will have:

  • Several years of work experience as a contractor or employee.
  • Prior exposure to financial services regulation and company law, such as through working for a regulator, regulated firm in a compliance function or for a professional services firm.
  • Prior experience in project management, involving implementation of legislative or regulatory change.
  • Prior experience in projects involving operational and IT transformation.
  • Strong and modern IT skills.
  • Fluent English language skills.

The initial duration of the engagement is 12 months, subject to extension for an additional 12 months based on project needs and performance milestones.

Remuneration will be based on a combination of project milestone fees and daily rates. The total engagement fee, excluding expenses, for the first 12 months is not expected to exceed GBP 45,000. Payments will be processed monthly upon receipt of a valid services invoice.

The engagement is offered strictly as a Contract for Services and does not create an employer-employee relationship, agency, joint venture, or partnership. The Independent Contractor will not be entitled to any corporate benefits, holiday pay, sick pay or pension.
