The Financial Services Regulatory Authority is the financial services regulator in St Helena, a UK Overseas Territory. The FSRA wishes to engage an Independent Contractor to assist with the delivery of a major regulatory and operational modernisation project.
The FSRA is leading a programme of work to transform St Helena into a new international financial hub, focused on sustainable finance. This transformation involves a complete modernisation of anti-money laundering legislation, company law, tax law and financial services regulation.
These regulatory and legal changes in turn need to be implemented at an organisational and institutional level.
The engagement will provide the chosen Independent Contractor with exposure to a high-profile regulatory transformation programme and extensive contact with senior stakeholders.
The Independent Contractor will carry out the engagement on a mostly remote basis, with occasional in-person meetings with the project team.

The initial duration of the engagement is 12 months, subject to extension for an additional 12 months based on project needs and performance milestones.
Remuneration will be based on a combination of project milestone fees and daily rates. The total engagement fee, excluding expenses, for the first 12 months is not expected to exceed GBP 45,000. Payments will be processed monthly upon receipt of a valid services invoice.
The engagement is offered strictly as a Contract for Services and does not create an employer-employee relationship, agency, joint venture, or partnership. The Independent Contractor will not be entitled to any corporate benefits, holiday pay, sick pay or pension.
