Programme Lead / Learning Consultant (Contract)

Role Overview

The Programme Lead / Learning Consultant is responsible for leading the assessment, analysis, and definition of technical learning programmes to enable modernisation and future redesign.

This role combines strategic leadership and hands-on learning expertise, ensuring that existing training is effectively evaluated, key insights are identified, and clear, actionable requirements are defined to support future development.

The role does not include solution design or development, but focuses on shaping the brief, guiding decision-making, and enabling successful delivery through structured recommendations.

 

Key Responsibilities

1. Programme Leadership & Stakeholder Management

  • Lead engagement with senior stakeholders across technical and learning functions
  • Establish clear direction, scope, and alignment across project workstreams
  • Facilitate discussions to clarify business needs, constraints, and priorities
  • Provide ongoing guidance and assurance throughout the programme

 

2. Learning Assessment & Analysis

·      Oversee the review and evaluation of existing training materials and programmes

·      Ensure a structured approach to asset audit, content review, and portfolio analysis

·      Interpret findings to identify strengths, gaps, risks, and inefficiencies

·      Translate technical content into clear learning and performance insights

 

3. Insight Development & Recommendations

·      Synthesize findings into clear, evidence-based insights

·      Identify opportunities to improve learning effectiveness, efficiency, and scalability

·      Develop prioritised recommendations aligned to business and learner needs

·      Define the “art of the possible” through structured options and solution pathways

Skills & Experience

Essential

  • Strong experience in learning strategy, instructional design, or learning consulting
  • Proven ability to lead complex learning transformation or assessment initiatives
  • Experience developing detailed solution briefs
  • Strong stakeholder management and facilitation skills
  • Ability to analyse complex content and translate into actionable insights

 

Desirable

  • Experience in technical or engineering training environments
  • Familiarity with learning technologies and digital learning ecosystems
  • Exposure to large-scale training portfolio reviews or transformation programmes
