Project Manager – Treasury Management System (TMS) Implementation
Background to the Project
Primark, working in collaboration with the ABF Group Treasury team, is implementing a new Treasury Management System (TMS) to support core treasury operations across the business.
The TMS is a business-critical, real-time financial system supporting payments, cash and liquidity management, bank connectivity and regulatory compliance. The system underpins daily financial operations and carries a high operational and financial risk profile if not delivered and operated effectively.
While the wider programme is led by ABF Treasury, Primark will operate its own dedicated TMS instance, requiring focused delivery ownership to ensure Primark-specific requirements, governance and operating model considerations are fully addressed.
The programme is moving from design into early build and mobilisation, with tight delivery timelines and multiple third-party dependencies.
Role Purpose
- Primark is seeking an experienced Project Manager to lead the Primark-specific delivery of the Treasury Management System, working closely with the wider ABF Treasury programme while retaining clear accountability for Primark outcomes.
- This is a critical delivery role, requiring a seasoned professional who is comfortable operating in complex, high-risk environments, coordinating multiple vendors, and balancing pace with strong governance to meet immovable milestones.
- Experience delivering Treasury, Payments, Banking or equivalent real-time financial systems is essential.
Key Responsibilities
- Lead all phases of the Primark TMS delivery, from mobilisation through build, testing, cutover, go-live and early life support.
- Operate in close alignment with the wider ABF Treasury programme, while ensuring Primark-specific scope, dependencies and risks are actively managed.
- Establish and maintain a clear delivery plan covering build, test, cutover, go-live and post go-live stabilisation.
- Act as the primary delivery interface between Treasury, Finance, Technology, Architecture, external vendors and delivery partners.
- Lead and facilitate technical and business discussions, particularly around payments, bank connectivity, SWIFT, controls and operating model design.
- Proactively identify delivery risks, dependencies and constraints, and implement mitigation plans to protect critical milestones.
- Ensure Primark governance and gate processes are followed pragmatically, avoiding unnecessary blockers to delivery.
- Define and manage the operating and support model, including acceptance into service, handover to run teams and post go-live issue triage.
- Manage project resources, budgets and third-party vendors to optimise delivery outcomes.
- Provide clear, regular status reporting to senior stakeholders and Steering Committees, highlighting risks, issues and decisions required.
- Establish a strong communications cadence across all stakeholders.
- Lead detailed cutover planning and execution for a high-risk, zero-tolerance go-live.
- Support post go-live stabilisation and early-life support to ensure a controlled transition into BAU.
Required Experience & Skills
- Proven experience delivering Treasury Management Systems, payments platforms, banking connectivity or equivalent real-time financial systems.
- Strong understanding of Treasury operations, payments, bank integrations and associated controls (SWIFT experience highly desirable).
- Demonstrable experience working with multiple third-party vendors and system integrators.
- Comfortable leading technical delivery discussions and challenging assumptions where required.
- Experience delivering under tight timelines and navigating ambiguity.
- Strong stakeholder management skills across Finance, Treasury, Technology and external partners.
- Experience with cutover planning, Acceptance into Service, and post go-live support models.
- Strong organisational skills, attention to detail and a rigorous delivery mindset.
- Experience with portfolio-level reporting and senior stakeholder communications.
