HMRC are looking for a Monitoring And Evaluation Officer for a day rate contract.
Join HMRC’s People Analytics and Insight (PAI) directorate, whose mission is to unlock the value of people data to improve engagement and effectiveness. In this role, you’ll design evaluation and monitoring frameworks for key initiatives that impact HMRC colleagues. You’ll engage stakeholders to define requirements and apply evaluation best practice in a pragmatic way to ensure that solutions are used for robust decision making. Collaboration with MI experts will ensure solutions that are practical and easy for stakeholders to use.
Main Responsibilities
- Deliver monitoring and evaluation projects to meet business needs.
- Synthesise data from multiple sources and present clear, actionable insights.
- Use storytelling techniques to communicate findings to technical and non-technical audiences.
- Create visually engaging and easy to understand outputs.
- Work in an agile way across diverse projects and teams.
- Collaborate effectively and adapt to other specialisms as needed.
Essential Criteria
- Expertise in evaluation methods, including Theory of Change and theory-based or experimental approaches.
- Knowledge of ROI and/or Social ROI.
- Skilled in data collection, analysis, and synthesis.
- Ability to apply data storytelling to create clear, engaging narratives.
- Strong written and verbal communication for presenting data insights.
- Understanding of research ethics.
- Commitment to continuous learning and adapting to evolving methodologies.
- Survey design and analysis.
- Ability to engage stakeholders, gather requirements, and manage expectations.
- Ability to deliver at pace, working proactively and independently.
Qualifications
- Undergraduate degree (minimum 2:2) with substantial research methods training (around one-third of modules).
- Or, equivalent experience in research/evaluation roles (agency or specialist team).
