Purpose of the Role
We are seeking two experienced Change & Release managers to help establish HMRC’s Release Management capability from the ground up. These roles will focus on drafting policies, designing frameworks, and piloting initial releases, laying the foundation for a scalable, enterprise-wide practice.

sEstablish Release Management Capabilit
- yDefine and document HMRC’s Enterprise Release Management policy and framework, including release models, lifecycle stages, controls, and quality gates
- .Develop operating procedures and standards aligned with HMRC’s risk appetite, security requirements, and regulatory obligations
- .Pilot the framework with initial releases to validate processes and identify improvements
.Integration with Change Enablement & Service Transitio
- nWork closely with HMRC’s Change Enablement and Service Transition practices to design clear interaction models
- .Ensure pilot releases follow appropriate risk assessment, authorisation, scheduling, and readiness checks
- .Align release activities with service transition plans, ensuring smooth handover to live operations and minimal service disruption
- .Support a risk-based, proportionate approach that enables safe and frequent delivery
.Process Design & Continuous Improvemen
- tDesign and refine end-to-end release processes based on lessons learned from pilot releases
- .Capture feedback, metrics, and insights to drive continuous improvement
- .Ensure processes support auditability and compliance with HMRC and cross-government standards
.Tooling Strategy & Enablemen
- tDefine an initial tooling strategy for release management, ensuring integration with Change Enablement and CI/CD pipelines
- .Support configuration and optimisation of ITSM tools (e.g., ServiceNow) to enable visibility of release activity
.Stakeholder Engagemen
- tEngage with technology leaders, service owners, and delivery teams to socialise the new framework and gain buy-in
- .Provide guidance and coaching to teams adopting the new release processes
- .Contribute to planning and coordination of early major releases
