Programme Consultant - Business Case (Target Operating Model)

We are seeking an experienced Programme Consultant (Contract) to lead and deliver the initial phases of a high profile Target Operating Model programme by delivering a Board ready business case from current state analysis through design and development.

This is a lean team. You will act as both programme lead and hands on deliverer, taking ownership of analysis, documentation, and report writing, while shaping strategic direction and producing high quality outputs.

Deliverable: Board ready business case

The Requirement

• Lead current state assessment and design and planning for a complex, multi-workstream programme
• Hands-on approach operating as part of a small team to deliver against a specific brief
• Senior stakeholder engagement is key
• Develop and present a clear, compelling Board level business case

About you

• Proven programme/transformation consultant with strong Business Case/TOM experience
• Exceptional communication and engagement skills at senior level
• Strong consulting background with demonstrable delivery credentials
• Thrives operating in fast paced, ambiguous environments
• Committed to be onsite in the City of London 5 days per week

This is a hands on leadership role for a consultant who can quickly establish credibility and drive clarity through complexity.

Timeline: January - April 2026 (with some availability required late December 2025)

Location: City of London - 5 days per week onsite

Engagement Type: Consultancy - you will be required to engage as Director of your own Ltd company
