As Lead Digital Tools Specialist you will be responsible for leading a specialist Digital Tools team within Technology that has a large stake in the Digital Transformation of UKHSA. The team currently supports, develops, maintains and administers several corporately approved digital systems: Jira, Jira Service Desk, Confluence, EazyBI, GitHub and others.

As a Jira Administrator your main responsibilities would be: 

  • You will lead the Digital Tools team, fostering a culture of innovation within the team and inspiring and motivating the team to continually improve its service delivery.
  • Make clear, logical and sustainable plans for the teams ' service delivery using appropriate programme and project management methods. You will encourage team members to suggest and implement performance improvements so that the team is constantly learning and improving.
  • You will effectively plan, organise and manage the teams ' time and activities in order to deliver a high quality, secure, reliable and efficient service. You will make senior management aware of staff resourcing issues as soon as it becomes clear that there are risks of the service suffering.
  • Ensure that the team is delivering best value for money evaluating incoming user requests on a cost/benefit basis.
  • In the spirit of Agile, you will ensure that prior experience and feedback from customers and stakeholders is used by the team in order to make pragmatic, sensible and logical future implementation decisions and build a high quality, secure, reliable and efficient service.
  • You will be responsible for ensuring that the tools are secure, available, accessible, well-maintained and adequately resourced. This will mean working with a wide variety of colleagues across UKHSA as well as external suppliers.
  • You will need to act as a Business Analyst (BA), carefully listening to end users to understand their needs in order to interpret and translate them into viable solutions that will save time and money for the organisation. This will require a deep theoretical and practical understanding of the tools involved.
  • You will actively promote the work of the Digital Tools team throughout UKHSA at all levels up to and including Executive Director, relentlessly focusing on the impact that the team can make (and have made) to the working methods and productivity of other teams.
  • You will explore and recommend new and emerging technologies and/or processes that have the potential to benefit the team or the wider organisation. These may revolve around the Atlassian tools suite (JIRA, Confluence, EazyBI), DevOps processes such as Continuous Integration and Continuous Delivery (CI/CD) or around specific technologies e.g. Containerisation (Docker), Source automation (Jenkins), Version Control (Bitbucket) etc.

You’ll have relevant experience in:

  • Experience configuring Jira Service Desk solutions.
  • Experience writing Groovy Script in order to develop custom plug-ins or calculated fields.
  • Extensive experience training end users in JIRA, Confluence and EazyBI.
  • Extensive practical experience implementing advanced JIRA concepts for end users (configuring workflows using post-functions, triggers, validators, automations).
  • Extensive experience working in a Test / Production environment.
  • Considerable experience of JIRA Query Language (JQL). Possess the skills necessary to write queries, configure agile boards and produce relevant reports.
  • Highly skilled problem-solver with a consistent and logical approach.
  • Experience managing staff, including encouraging and inspiring them to contribute to the team as well as personally develop themselves.
  • Extensive practical experience acting in a business analysis capacity. Ability to work closely with end users to understand and translate user needs into team actions.
  • Theoretical and practical knowledge of test management and continuous integration plugins within JIRA, such as Zephyr, Jenkins and Bitbucket pipelines.
