This job focuses on the development and deployment of FCDO Commercial systems transformation strategy and programme with the goal of ensuring the department use available commercial information to make decisions that ultimately maximise value for money for taxpayers and drives efficiencies for internal stakeholders.


Background: FCDO is seeking an experienced and effective Systems Transformation Programme Manager with strong leadership and transformational change skills. The role will design and co-ordinate the implementation and ongoing delivery of the commercial systems strategy. The strategy will enable the department to work efficiently via standardised processes and meet its internal and external management information and reporting obligations. The programme will include the configuration and implementation of the eSourcing tool, implementation of Commercial elements of the FCDO ERP system (Oracle) with ownership of P2P processes and design, as well as the development of reporting solutions utilising power BI. The role will task manage a project small team of specialist contractors and MI resources but also work across the organisation with a range of SMEs.

As Systems Transformation Programme Manager, you would be responsible for: 

  • Leading the design, and implementation of the Commercial Systems transformation strategy, supporting refreshed e-procurement system and supplier portal
  • Leading Commercial through the implementation of the FCDO Oracle ERP implementation ensuring P2P and business process is clearly defined and integration opportunities with other systems are maximised to deliver accurate spend, supplier and contract data.
  • Overview of MI strategy and tools ensuring they dovetail with commercial IT systems.
  • Manage input from stakeholders and SMEs to ensure optimum design and configuration of commercial systems.
  • Champion the benefits of commercial MI, building capability across FCDO to utilise commercial information to make effective decisions.
  • Where system functionality issues are identified, take the lead with IT Support team and / or project team to ensure system solutions are delivered in a timely manner.
  • Provide effective programme management and contract management of Commercial systems deployment reporting regularly to senior stakeholders and users.


Essential experience in:

  • A valid and active SC Clearance
  • Experience of Procurement technologies for both strategic and transactional requirements.
  • Proven experience leading implementation of major Commercial IT projects i.e. ERP, P2P/eSourcing.
  • Experience of leading or supporting the development and deployment of best practice e-procurement and P2P systems
  • Business analysis and data migration skills
  • Strong leadership and stakeholder management skills to ensure user and requirements are defined and reflected efficiently and effectively.
  • Proven track record in project management and delivery, leading teams, effective stakeholder engagement and of working to deadlines and meeting targets.
  • Will be required to lead, manage, motivate and co-ordinate cross-functional teams, often with no direct authority over a significant number of the key stakeholders and team members
  • Excellent communication skills - Uses insights into individuals, groups, and organisational dynamics to gain agreement; involves and influences everyone necessary to get the job done.


Desirable Qualifications/Skills:

  • Knowledge of commercial and financial business process
  • Direct experience with config/implementation of eSourcing tools (Bravo/Proactis or similar)
  • Good demonstrable experience in conducting and presenting complex data analysis in a simplified way for end users and to aid decision making, use of business intelligence systems and proficient use and experience of Microsoft packages or other reporting environments highly desirable.
  • Commercially astute, with a good understanding of building business cases, managing risk and driving value for money.
