Project Manager - Procurement - Contract
HMRC is looking for a Procurement Project Manager – Contract (Multiple Roles)
This is a REMOTE 12 month initial contract INSIDE IR35
We need someone to start ASAP. This role is fully remote. The office base is London or Telford, if you were commutable to that office it would help in the future (after the initial 6 months) but not essential.
HMRC collects over £600 billion in tax annually to fund vital public services and has the ambition to be one of the most digitally advanced tax authorities in the world. Technology is at the heart of our transformation.
The Technology Sourcing Programme (TSP) will support this through the development and implementation of an industry-leading technology target supply chain model, establishing partnerships with suppliers to deliver innovation, enable the ability to address technical debt, reduce risk in our estate, improve cost effectiveness, provide flexibility and protect live services. The Programme will address HMRC’s entire IT run and change spend of £900 million/annum and represents a major opportunity within the Public Sector IT transformation space.
Historically central government departments have enabled the status quo of monolithic, inflexible, multi-year contracts with large suppliers, effectively locking out SME innovation, and not always ensuring best value for taxpayer’s money, TSP shall empower HMRC to continuously test the market to drive improvement and ensure we’re getting the best deals and utilising the latest technology, working with more providers, giving us greater access to innovation in the marketplace.
About the job
We have multiple contract vacancies for 3 x Project Managers experienced in project based procurement management.
Senior PMs with proven expertise in working on high impact, complex and technology-based/major estates procurement exercises both in public and private sector.
Experience of major project procurement management, policy and process creation, design and roll-out, extensive contract negotiation and sub-contract procurement management.
Experience of supporting technology projects to go to market and knowledge of government frameworks would be advantageous.
Extensive experience in working in complex commercial environments, as well as working in technology sectors.
Extensive experience of high value, high profile and complex procurements including running the bid process, production of ITTs and scoring and evaluation of submissions
