Data Access Officer (inside IR35)

As a Data Access Officer, you will: 

We are looking for someone to help drive our Open and Shared Data Strategy forward. You will work as part of a team to run the reformed Data Access Panel and set up the Shadow Data Governance Panel in HMCTS. You will work with colleagues across the organisation, as well as liaising with external organisations if they require access to the data that HMCTS holds.  Your job will involve:

Stakeholder Engagement

• Supporting external and internal applicants, guiding them through submitting their application to access HMCTS’s data. You will work with other members of the DAS team to ensure that applicants are guided clearly through the process, managing expectations regarding timelines for approval.
• Supporting the convening of internal governance mechanisms (including the reformed Data Access Panel and the new Shadow Data Governance Panel), as well as external stakeholder groups (such as the Court User Data Group).

The Shadow Data Governance Panel and the Data Access Panel will be supported by a secretariat, which you will be a key member of. It will be your responsibility to ensure that the secretariat is supporting efficient and effective working and communication across the organisation and to external stakeholders.

Secretariat Responsibilities

• Circulation of agenda, minutes, action and decision logs for the Data Access Panel and Shadow Data Governance Panel meetings.
• Maintaining a log of all data shared across the organisation, including Freedom of Information Requests and Parliamentary Questions.
• Circulation of agenda, minutes, action and decision logs for the Data Access Panel and Senior Data Governance Panel meetings.
• Reporting of milestones and continued progress to the Ministry of Justice.
• Providing a key point of contact for the Ministry of Justice Data Access Group, supporting alignment in data governance across the two organisations.
• Liaising with the Judicial Office with regards to Data Sharing matters
• Supporting a periodic review of the Terms of Reference and membership of the Data Access Panel and Shadow Data Governance Panel.
• With other members of the DAST, supporting improvements to processes for sharing and releasing data in line with our Open & Shared Data Strategy.

Like all Civil Servants, you will be required to work in a flexible way and undertake any other duties which are reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.
