Head of IT Services Procurement - INSIDE IR35


Remote / London 


We are currently searching for experienced Head of IT Services Procurement that we are recruiting for on behalf of Crown Commercial Services for a 3-month contract.

As Head of IT Services Procurement, you will: 


  • Be accountable for the creation and implementation of IT Services category strategies and agreements. These strategies and agreements are used by the Public Sector to procure the following items:-
    • IT Services - Design,
    • IT Services Implementation,
    • Large Scale IT Transformation  - £100m+ both at OFFICIAL
    • Inlife running of IT Services - Helpdesk, Service Incident Management (SIAM) and IT Security Services (SIEM)
    • Transformation of legacy IT to modern IT
  • Recruit a team of 5 to support the creation of the IT Services Strategy
  • Lead consulting and advisory services to Public Sector on IT Services
  • Be accountable for creation and delivery of the commercial strategy for TP&S IT Services category.
  • Be responsible for the Creation of a SIAM & SIEM procurement strategy
  • Be responsible for the Creation of a Implementation and Transformation of IT  procurement strategy
  • Be responsible for the Creation of a IT Services Design procurement strategy
  • Be responsible for the Creation of a UK wide business plan on how the existing HMG IT Services assets can be reused where cost appropriate.
  • Be responsible for the Implementation of the above procurement strategies  - setting up and delivering the new procurement routes
  • Be responsible for Ensuring customer (Public Sector organisations) understand the best practice for IT Services procurement.
  • Be responsible for Ensuring a level playing field for suppliers to bid for Public Sector business. Implementing Strategic SRM for IT Services providers. (working with the existing CO Crown Reps)
  • Be responsible for the Ensuring the implementation of Social Value via the agreements.
  • Be responsible for Marketing the strategies to CCS and Public Sector employees
  • Be responsible for the Creation of a UK wide business plan on how to deliver against the key objectives for TP&S over the next 4 years.
  • Be responsible for the Implementation of new IT Services procurement strategies and agreements as required.
  • Be responsible for Training and development of the existing team, and new recruits in procurement.


You’ll have:

  • Experience in leading and managing commercial teams;
  • Experience in Sourcing IT Hardware, or IT Services
  • Deep knowledge of the IT Hardware and or IT Services market and application of the various Commercial models and approaches that exist
  • Commercial acumen including proven delivery of savings and experience of budgetary and resource management;
  • Understanding of EU procurement legislation;
  • Outstanding stakeholder management skills, including ability to engage, influence and positively challenge in complex key customer and strategic supplier environments;
  • Excellent supplier relationship management skills
  • Well developed analytical, organisational and creative problem solving skills;
  • Ability to relate business strategy into deliverable business solutions and operational delivery outputs;
  • A Delivery focused approach with strong drive, determination and resilience;
  • Excellent communication Skills, with consultative selling skills, and the gravitas to build credible relationships with decision makers.
