This role is in scope of IR35


Role
: The main role of the Test Manager will be to:


• Review technical design specifications produced by HMRC or third party suppliers.


• Develop Test Strategies and Test Plans, obtaining agreement from stakeholders to ensure projects pass project lifecycle gateway reviews.


• Assuming responsibility for all project-level testing activities, reporting to the C&IT Technical Delivery Manager.


• Develop effective working relationships with all Test customers; project teams, other IS functions & business representatives.


• Ensure clear terms of reference exist for all Test staff assigned to projects.


• Manage the development & execution of test conditions & test cases in accordance with test plans.


• Ensure testing infrastructure requirements are known, clearly understood, and progressed appropriately.



Key Tasks & Deliverables:

The Test Manager will be required to support project testing by:


• Estimating, planning and scheduling new work

• Reviewing technical design specifications produced by HMRC or third party suppliers.


• Developing Test Strategies and Test Plans, obtaining agreement from stakeholders to ensure projects pass Aspire project lifecycle gateway reviews.


• Assuming responsibility for all project-level testing activities, reporting to the IT Project Manager.


• Developing effective working relationships with all Test customers; project teams, other IS functions & business representatives.


• Ensuring clear terms of reference exist for all Test staff assigned to projects.


• Managing the development & execution of test conditions & test cases in accordance with test plans.


• Ensuring testing infrastructure requirements are known, clearly understood, and progressed appropriately.


• Controlling & monitoring testing activities by:


• Identifying, owning & managing project risks related to testing activities, escalating as necessary.


• Timely & accurate reporting of the status of testing related activities against plan & including effort.


• Analysing testing related issues arising on projects, devising and implementing pragmatic solutions.


• Managing assigned Test staff and any business representatives seconded onto project testing activities.


• Providing testing expertise to projects & other stakeholders by:


• Promoting best practice and supporting Test initiatives in developing HMRC testing capability.


• Leading and supporting project audits, health checks, cross-project reviews etc.


• Supporting and developing other Test staff. Reviewing technical design specifications produced by HMRC or third party suppliers.

Key Knowledge and Skills (Experience):

Essential

• Proven and current Test Manger experience working as a Test Manager in a large Company or Public Sector.


• Excellent testing knowledge throughout all phases of the testing lifecycle.


• Ability to work at all levels in the organisation.


• IS analysis and design


• Experience in working closely with users to implement a business system that meets requirements.


• Excellent communication skills.


• Experience of mentoring.


• Experience in product review.


• Experience of using testing tools (Including Mercury Quality Centre), the deployment of best tools and practices in testing.


• Co-ordination and development of testing including Scripting, Scenario Planning and execution to include:-

• Integration testing


• Functional testing


• Co-ordination of User Acceptance testing (UAT)


• Performance testing


• Regression testing


• Co-ordination of Operational Acceptance testing (OAT)


• Co-ordination of Penetration Testing.


• ISEB software Testing Qualification – Foundation & Practitioner or equivalent.


• MS Project experience


• A good working knowledge of, and recent experience in the following


• Windows

• Testing to MS Logo standards


• Internet Browser technologies


• Client/Server technologies


• Participation in the identification and mitigation of project risks and issues relating to testing
