Business Analyst (x2) at Department for Environment Food & Rural Affairs, Remote, 4 Months+, £Contract Rate

The Environment Agency is undertaking a programme to explore the centralisation of selected organisational capability within Strategy, Transformation and Assurance (STA), initially focusing on digital and data capability.

The programme will begin through a series of pilots within selected Environment Agency directorates. Each pilot will establish a detailed understanding of the capability currently operating within that area, including people, roles, responsibilities, skills, activities, processes, technology, tooling, funding and organisational dependencies.

The Business Analyst 's will lead and support organisational discovery and baseline analysis within their allocated pilot area.

The role will involve working directly with teams, managers, subject matter experts, programme colleagues and external consultants to gather, validate and structure information about how digital and data capability currently operates.

The analyst will help establish a reliable evidence base from which the programme can understand what capability exists, how it is organised and deployed, where dependencies exist, and what would need to be considered in any future transition into STA.

As a Business Analyst, your main responsibilities will be:

• Plan and undertake discovery activity within the allocated pilot area.
• Identify and engage relevant teams, managers, subject matter experts and other stakeholders.
• Gather and validate information relating to organisational structures, teams, roles, responsibilities and reporting arrangements.
• Establish workforce information including FTE, role types, grades, skills and capabilities.
• Understand how individuals and teams spend their time, including where roles or FTE are split across different activities, functions or services.
• Map key activities, responsibilities, workflows, processes and organisational dependencies.
• Identify the systems, technologies, platforms and tooling used by teams to undertake their work.
• Gather information on relevant funding, budgets, cost centres and other organisational or financial arrangements where required.
• Support the development and maintenance of the programme's common data model, discovery framework and analytical approach.
• Ensure information gathered across pilots is structured consistently and can be compared and consolidated at programme level.
• Validate findings with relevant stakeholders and resolve gaps, inconsistencies or conflicting information.
• Maintain appropriate evidence, assumptions, definitions and data lineage so that programme conclusions are traceable.
• Identify dependencies, constraints, risks and issues that could affect future organisational or capability transition.

Essential Skills

• Strong business analysis experience within complex organisations.
• Experience of organisational discovery, current-state assessment or operating model work.
• Good stakeholder interviewing, workshop facilitation and information-gathering skills.
• Ability to translate incomplete or inconsistent information into structured and usable analysis.
• Experience of process mapping and documenting roles, responsibilities, activities and dependencies.
• Strong analytical skills and confidence working with organisational and workforce data.
• Ability to work across organisational boundaries and engage effectively with stakeholders at different levels.
• Ability to work independently while applying a common programme methodology and standards.
• Strong written communication and documentation skills.
