The role:

The Commercial Software Specialist - (Inside IR35) will join the Home Office’s Software Commercial Category team and take ownership of the end-to-end procurement lifecycle for software solutions.

 

As a Commercial Software Specialist - (Inside IR35) your main responsibilities will be:

  • Commercial Strategy: Develop and implement software sourcing strategies aligned with departmental objectives and government frameworks.
  • Market Engagement: Conduct market analysis, supplier engagement, and benchmarking.
  • Tender Management: Lead competitive procurement exercises, including drafting ITTs, evaluating bids, and managing clarifications.
  • Contract Negotiation: Negotiate commercial terms, SLAs, and licensing agreements to ensure value for money and risk mitigation.
  • Compliance: Ensure adherence to Public Contracts Regulations 15, Procurement Act 2023, Cabinet Office guidelines, and Home Office policies.
  • Stakeholder Management: Collaborate with technical teams, programme leads, and legal advisors to deliver procurement outcomes.
  • Risk Management: Identify and mitigate commercial, operational, and security risks.

 

Essential Requirements

  • SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance
  • Public Sector experience
  • Experience in software or digital commercial roles
  • Proven track record in procurement

  • CIPS/MCIPS
  • Experience of using Crown Commercial Service (CCS) frameworks.
  • Experience of using Jaggaer
