User Researcher
About the Role
As a User Researcher embedded in HMRC’s Digital Academy, you will lead and deliver user research activities that inform the design and delivery of learning experiences. You will work within a multidisciplinary team to ensure that learning products and services meet user needs, are inclusive, and support HMRC’s digital capability goals. This role is central to shaping how learning is experienced across HMRC, particularly in support of the Government Digital and Data Profession.
Key Responsibilities
- Research Planning & Delivery: Design and conduct user research using appropriate methods (e.g. interviews, usability testing, surveys) to understand how users engage with learning platforms and content.
- Inclusive Research: Ensure research includes diverse user groups, including those with additional needs or hard-to-reach communities.
- Insight Communication: Present findings clearly to influence learning design decisions and improve user experience across digital learning products.
- Collaboration: Work closely with learning designers, content teams, and stakeholders to embed user insights into learning strategy and delivery.
- Evaluation & Iteration: Support the evaluation of learning programmes and contribute to continuous improvement through data-driven recommendations.
- Governance & Quality Assurance: Manage research documentation, ethics, and quality standards to ensure robust and compliant research practices.
- Priority Areas: Working closely with colleagues across the Digital Academy to identify priority areas for User Research.
Essential Criteria
- Experience conducting user research in government, education, or learning environments.
- Ability to communicate research insights with a range of audience, including those not familiar with User Centred Design.
- Strong understanding of qualitative and quantitative research methods.
- Ability to analyse and synthesise research data into actionable insights.
- Proven ability to work independently and collaboratively in agile teams.
- Excellent stakeholder engagement and communication skills.
- Awareness of inclusive design and accessibility standards.
- Familiarity with the Government Service Standard and agile delivery practices.
