Data and Evaluation Lead 2025-26

Contract Type: Freelance / Consultancy

Contract Duration: Fixed term (12 months)

Contract Value: £12,000 (including expenses, subject to continued funding from Arts Council England)

Dates: 1st September 2025 to 31st August 2026

Expected hours: Approx. 38 days of work at 7.5 hours per day, delivered flexibly

Location: Hybrid - Remote, ASONE Hub Redruth TR15

Introduction

As the Lead Organisation for the Cornwall Music Hub, ASONE Hub is responsible for delivering the National Plan for Music Education (NPME) in Cornwall, as set out by the Department for Education (DfE).

Our mission is to provide aspirational, inclusive, and innovative music education for all children and young people in Cornwall, delivered through a dynamic network of partners working collaboratively to ensure broad access and lasting impact. ASONE Perform CIC is confirmed as the lead organisation in Cornwall to deliver the NPME, with funding from the DfE, via Arts Council England (ACE), up to September 2027.

Summary

ASONE Hub is seeking to commission a skilled data analyst to collate and review existing data, formulate an approach to collecting data in the future and test that approach. This critical piece of work will generate valuable insights into access, participation, and progression in music education, and will inform ASONE Hub’s strategic development aligned with the NPME and LPME.

This is a short-term, freelance opportunity and ASONE Hub will favour applications from consultants who are willing to coach our in-house Programme Administrator who will pick up this work post-delivery of this contract.

Objectives

The successful applicant will:

  • Review and evaluate ASONE Hub’s current needs analysis processes
  • Develop and implement a replacement data capture process
  • Utilise the tools created to bridge the gap between current data sets and future data collection needs
  • Provide recommendations aligned with DfE/ACE KPIs and investment principles

Scope of Work

Our expectation of delivery would be broken down into phases as follow:

  • Research and Review
  • Process Design
  • Delivery
  • Reporting and Legacy

Key Outputs

  • Needs analysis strategy and delivery plan
  • Data collection tools (e.g., surveys, interview templates)
  • Interim and final reports (including mapped data and visuals)
  • Presentation of findings to stakeholders
  • Practical legacy toolkit for ongoing analysis

Consultant Profile – Skills and Experience

Essential

  • Proven experience delivering research, evaluation or data analysis in education, arts or youth sectors
  • Experience with both qualitative and quantitative methods
  • Ability to work independently and manage time flexibly
  • Strong stakeholder engagement and consultation skills
  • Commitment to inclusion, diversity, equity and accessibility

Desirable

  • Understanding of music education and the NPME context
  • Familiarity with SEND, AP, and/or underserved communities
  • Experience using tools such as Excel, GIS, and data visualisation platforms
