The Senior Project Manager will be part of the Naval Base Commander's (NBC) CIS Team in Devonport, with an overriding drive to develop the Naval Base and Dockyard site communications infrastructure to support the military capabilities of the future, enabled through a modern and digitised ICT network, delivered inclose partnership with Industry Partners and other stakeholders across Defence.SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks.
As a Senior Project Manager, your main responsibilities will be:To undertake the day-to-day project management and leadership activitiesto plan and deliver the agreed outcomes concurrently for a range of medium and large CIS projects of varying degrees of complexity, quickly, efficiently and within cost, quality, and time parameters.To provide project office support for specific allocated projects agreed by the CIS PMO Manager. On receipt of the 'Authority to Proceed' from Navy Digital, manage the projects submitted via the Defence Digital contracting route (NSSR/Catalogue) or via Navy Digital direct contracting to a third party.To work collegiately with the CIS Infrastructure & Architecture team to ensure that projects have a viable and efficient technical design solution that is deliverable and aligns with the future CIS Programme of Work and architecture plan.To provide CIS project office support, ensuring project requirements,justifications, and funding routes are accurately captured in a supporting Business Case; and project action plans and schedules developed, and any project risks identified and reported to the CIS PMO Manager for consideration.To provide the Estates Services Delivery Group (ESDG) with accurate CIS project information pertaining to any utilities and services (GFX) work that requires work requisition orders to be raised against the FMSP or Armada PFI Contracts.To identify and escalate any CIS risks impacting the protect output setting out risk control measures. Significant risk is to be escalated to the Project Sponsor for consideration and to agree any mitigation plans to be delivered.To track project progress and keep the CIS PMO Manager updated on project delivery and provide formal progress reports and updates at weekly, fortnightly, and monthly governance meetings, including weekly updating of the Work in Progress management tool.To represent the CIS PMO Manager on all CIS matters pertaining the allocated projects, establishing an effective relationship with all key stakeholders specifically within Defence Digital and Navy Digital organisations and their sub-contractorsTo ensure that the design and installation of CIS networks and equipment complies with JSP604 Leaflet 4800 Regulations for the Installation of ICT and JSP 440 Defence Manual of Security, Resilience and Business Continuity. Non-conformances are to be reported to the CIS PMO Manager or the CIS Infrastructure and Architecture Manager. To ensure that project contractors are familiar with the requirements contained within JSP604 and JSP 440 and are provided with a copy of the Naval Base CIS Change and Configuration Management Pack contained within the Business Management System; and ensure that the Engineering Change Request process 1 to 5 is adhered to from project start-up.Essential SkillsA strong background in ICT project delivery using the APM Portfolio, programme and Project Management (P3M) framework or extensive experience in alternative best practice methodologies.Exceptional people management skills, including being able to manage challenging technical solutions with solid practical experience across a broad breadth of infrastructure portfoliosStrong technical background in relation to Infrastructure and deliveryStakeholder engagement at all levelsStrong self starterFormal Project Management qualification - APM, Prince2Desirable SkillsStrong knowledge of the MOD standards and practices detailed in JSP 604 Leaflet (4800) Regulations for the Installation of ICT and JSP 440 The Defence Manaual of Security.An operational knowledge of Devonport Naval Base and its output.
