Technical Business Analyst at Education Authority of Northern Ireland, Remote/Belfast, 6 Months, £Contract Rate

EA was established on 1 April 2015 under the Education Act (Northern Ireland) 2014. EA is a non-departmental public body sponsored by the Department of Education (DE) and the Department for the Economy (DfE), responsible for ensuring that efficient and effective primary and secondary education and educational services are available to meet the needs of children and young people, and for ensuring the provision of efficient and effective youth services.

 

Technical Business Analyst will act as the key liaison when engaging with other Directorates and Services, providing advice on project ideas and enabling the provision of services required for transformation.Lead and co-ordinate the activities of their area of responsibility ensuring theachievement of the projects' overall objectives within specified time andbudget constraints.As a Technical Business Analyst, your main responsibilities will be:Modeling business data structures and integrations, assessing and documenting current and future process aligned to the Programme of WorkEstablish the documentation necessary including technical specification for the relevant full business caseWork closely with the PMO and Head of Projects to ensure that all project deliverables conform to the PM Framework.Lead and co-ordinate on requirements gathering, development and delivery of requirements throughout project delivery within the  ProgrammeTo develop process documentation (including process maps), business cases and procurement documentation to support the Business in achieving the strategic and operational objectives of their directorate.Oversee the implementation of multiple projects across EA services within defined timescales and budgetReport to the Programme Board and PMO on the progress of the ICT projects against agreed time and cost constraintsIdentifying opportunities for process improvement to improve quality, efficiency and/or value to support projects in achieving the strategic and operational objectives of the directorate.Provide cover for the Technical Business Partner Leads when required.To contribute to the development of a strategic plan and lead on the development of the service-specific business plan.Establish the documentation necessary including technical specification for the relevant full business caseTo contribute to the development of a strategic plan and lead on the development of the service-specific business plan.Investigate all complaints/adverse incidents within their areas of responsibilities where outcomes are below expected standards. Essential SkillsExtensive experience in the delivery of technical analyst projects from end to endStakeholder engagement at all levels Including boardsPublic or private sector experienceExperience in presenting and updating senior stakeholders on project deliveryExcellent communication skillsStrong self starterDesirable SkillsPrince2 qualification would be highly desirable
