Strategy and Change is a directorate within Customer Services Group (CSG.) It leads the strategy and transformation of CSG, enabling colleagues to deliver better customer service and work more efficiently. - CSG Target Operating Model is a 6-year transformational programme seeking to modernise CSG into a digital first customer centric organisation.


The role is for a Senior Project Manager, must have TOM design and delivery experience and ideally organisational design/HR/people/customer service experience and proficiency.

Phase 1 of the Programme, up to Oct 25, majors on laying the foundations for the future by improving customer service, colleague experience and tax efficiency in readiness for the next iteration of change delivering new, modern capabilities.

The Programme aligns to HMRC's strategic direction and Future Operating State and will need to stay close and pivot accordingly as this enterprise view develops and matures. Professional, senior project delivery capability is needed to lead the set up and establishment of the TOM Programme, end to end. Work will include the design, delivery and implementation of: Programme Framework, Delivery Roadmaps of change to 25, 27 and 30, Work Break Down Structure, Programme Plans. Alongside this 'hands on' activity there is a need to develop and mature the approach and alignment to HMRC's future state.
