Job Purpose:

TMHCC is running a significant programme of change under the New Policy Administration System (NPAS) Programme to transform policy administration capability to be fit for purpose and to support our growing and diverse business.

As part of that transformation, we are implementing a new strategic policy administration system for the Surety business and rationalising the Claims and Finance system landscape with the introduction of strategic solutions for Claims Management and Accounts Receivable / Accounts Payable.  The programme roadmap consists of multiple releases, focused on delivering core functionality and are aligned to specific classes of business.

Reporting to the Surety Project Manager, a highly experienced and capable Lead Business Analyst is required to join the in-flight Surety Project and hit the ground running to rapidly undertake activities that support the Project Manager, Solution Architect, Data Analyst, Test Lead,  Business, IT and programme teams.   The role will focus on supporting the implementation of the first release, while scoping and shaping the subsequent release for the Surety business.

Key Responsibilities:

The candidate will:

  • Rapidly gain an appreciation of the current state and progress of deliverables across the two strategic Surety PAS release plans
  • Work closely with all aspects of the business and underwriting teams to understand the business, the key drivers, requirements, capabilities and processes.
  • Represent the relevant underwriting teams to ensure the vendor configuration of the target solution will meet their requirements.
  • Establish effective communication and collaboration across all impacted areas and stakeholders.
  • Facilitate workshops as required to understand and document business requirements, and work with the business teams to tweak existing processes to align with the strategic platforms being implemented.
  • Work with a Solution Architect to ensure an appropriate solution design (and optimum configuration) is achieved against the defined requirements.
  • Work with a Data Analyst to ensure data modelling and data integration requirements support the business requirements and dependent project/workstream integration requirements
  • Work with a Test Lead to ensure requirements, Test Scenarios and Test Cases are aligned to approved requirements and processes, and to assist the lead with test defect resolution and execution support as needed to maintain the testing plan timeline
  • Work closely with our third party developers through each of the 3-week sprints to provide / obtain business knowledge as required.
  • Work with IT teams to ensure IT drivers (NFRs including security, stability and supportability) and technical requirements are appropriately documented and factored into key decisions and project plans.
  • Create clear and concise deliverables to ensure project objectives are well understood and successfully completed.
  • Provide guidance / mentoring and share knowledge, experience and ideas with more junior BAs within the team to help expand their capabilities on the project.

 

Performance Objectives:  

The Surety Project requires in the first 3 months for the candidate to have successfully:

  • developed a strong, supportive, and collaborative working relationship with the Surety Project Team, the broader NPAS programme team, and Business stakeholders.
  • supported the closure of any new or outstanding requirements or design activity associated with the Release 3 of the programme, ensuring that the requirements traceability matrix is maintained, with approvals as needed, and to have supported the test lead with test scenario/test case development.
  • supported the closure of any new or outstanding change requests on Release 1 of the programme, confirming how these will be implemented with the underwriting teams.

 

Skills and Experience Specification:

Essential:

The successful candidate will be outcomes driven with an insurance background and have demonstrable experience in similar previous roles and be able to operate at a programme/ enterprise level of business and system analysis.

A strong understanding of claims processes and other insurance processing systems is essential for this role.

In addition, we are seeking:

  • Demonstrable experience as a Business Analyst working with policy administration systems, ideally covering specialty insurance lines of business.
  • Demonstrable experience of being heavily involved in the end-to-end implementation of policy  systems, including the migration of data from existing systems.
  • Deep experience of producing clear business requirements as BRD’s or User Stories, Requirements catalogues, Process flows (Levels 1 to 4), Gap Analysis and impact assessment documents
  • Demonstrable experience of working in hybrid waterfall and Agile delivery environments with a strong capabilty for creating, managing and maintaining Azure DevOps Epics, User Stories and Test Cases to industry standards of content working with other team members
  • Demonstrable ability to work both with some ambiguity and handling change control against deliverables to meet required timeframes.
  • An excellent communicator with the ability to quickly establish rapport with business and technical SME personnel at all levels.
  • Ability to explore and challenge sensitively, mindful of organizational history and culture.

Desirable:

  • Experience of working with Surety Bonds.
  • Experience of leading analysis for the implementation of a Bond/Policy administration system
  • Experience working on a programme that has delivered multiple connected systems, such as Claims and Finance.
