Business Case Manager – Inside IR35

Contract Term: 12 months

Contracting Authority: DESNZ

Location: Hybrid Working (up to three days per week office based – London)

Job Purpose:

PBC3 will be the Full Business Case for Service and is intended to be the final Matrix Business Case to secure all funding needed to complete the Matrix Programme. This will see 9 departments utilising the same modern technology, processes, BPS and policies for the majority of back-office functions. This role is a coordination and leading role for the PBC3 delivery team made up of colleagues across the programme who feed key inputs into the cases, reporting into the Exec team ensuring that all critical milestones are hit to get the business case approved.


As a Business Case Manager your main responsibilities will be: 

  • Advice to Business Case Sponsor on narrative, risks/issues, and areas for development by the programme.
  • Carries out risk/issue assessments of delivery progress, documents assessment and liaises with team to explore options for mitigation/avoidance. 
  • Advises on team structure, ways of working, cadence, roles and responsibilities and approach to PBC development. Reviews situation following major programme changes and staff turnover of key roles. 
  • Liaises with authors and product leads to construct overall PBC3 Plan on a page and high-level timing. Including impact assessments because of programme requests for change and programme pillar slippage. 
  • Carries out assurance reviews of PBC3 content prior to submission to JIC. 
  • Facilitates planning discussions and develops a PBC3 plan based on programme milestones and product plans. Carries out periodic planning impact assessments following changes to governance, milestones, or changes to scope. 
  • Supporting PBC Sponsor with arrangements relating to governance and assurance timeline.
  • Coordinates PBC3 Delivery Team and authors to ensure they are clear on deadlines and are aligned with the overall direction of travel.
  • Provide recommendations report for Approval to Award preparation and governance.
    PBC3 Planning. Liaise with PBC authors and contributors (annexes and programme milestone inputs) to document programme milestones in the IPP by working with lead planner.  


You’ll have: 

  • Significant experience of leading complex, Government Business cases from imitation to approval projects and programmes. 
  • The ability to establish and develop productive relationships with internal and external stakeholders, bringing people together to understand the vision and objectives of the Programme business case and their relevant inputs, and providing effective challenge to drive forward the required changes. 
  • The ability to influence, change and impact decisions with both internal and external stakeholders to support the business case development and delivery.
  • The ability to work independently and proactively to provide key Programme Management coordination and relevant updates to senior leadership.
  • One of the following Project/Programme Management Qualifications: APMQ Practioner, Managing Successful Programmes Practitioner, Managing Successful Programmes Advanced Practitioner or P3O Practitioner
