Portfolio Reporting & Information Specialist – Inside IR35

Contract Term:  6 months (with possible extension)

Contracting Authority: Network Rail

Location: Hybrid Working (up to three days per week office based – London or York)

Job Purpose:

Industry Partnership for Digital Railway (IPDR) is a national and cross-industry enterprise to create the next generation railway. The European Train Control System (ETCS) digital technology makes a fundamental change to train control by placing it the cab instead of on the side of the line.  This is the biggest change to the railway for decades, migrating to a safer, higher-performing, more resilient, more efficient, better skilled, more productive, and greener railway.  It will improve safety, punctuality and resilience, while reducing capital and whole life costs.

IPDR is leading the East Coast Digital Programme (ECDP), which will see ETCS put into use across the south of the East Coast Main Line and tens of industry organisations migrated to using it. ECDP is the foundation for the network digital strategy and over two-thirds of its investment will enable and support the deployment of ETCS on other parts of the network.

Within IPDR we are establishing the Digital Signalling portfolio to oversee the wider rollout of ETCS across Great Britain and make it easier for Regions and schemes to deploy ETCS. Through the portfolio we will co-ordinate and deliver fleet fitment activities, develop robust, repeatable approaches to technical delivery and business change, increase supply chain capability and capacity, and deliver initiatives to build the industry’s capability to efficiently plan, design, deliver, operate and maintain an ETCS railway.


As a Portfolio Reporting & Information Specialist your main responsibilities will be to: 

  • Lead business requirements into technical specification and solutions for the Rail Investment Centre of Excellence to improve data and reporting robustness and accessibility through more efficient working with the Regions.
  • Lead the design, build and deployment of business intelligence reports and dashboards using artificial intelligence tools to support portfolio, programme, and project assurance.
  • Develop user guidance to support embedding and usage of technology interventions and reporting to allow the executive team to make informed decisions for the programme portfolio and projects.
  • Evaluate regional systems against the demands required by portfolio’s, programmes, and projects, including representing Rail Investment Centre of Excellence at Network Rail reporting systems forums so functional requirements are included.
  • Develop and provide technical support, advice, and guidance to the functional leadership on best use of reporting systems so they can work efficiently.
  • Develop risk and issue mitigation in respect of systems and requirement issues, providing practical solutions in respect of changes and modification of systems.
  • Develop new strategies and reporting procedures to increase efficiency, enhance workflow and improve customer satisfaction in support of portfolio, programme, and projects being delivered.
  • Manage, direct, and coordinate in-house reporting / IT experts and remote employees, vendors and contractors as required by the portfolio, programmes and projects to support their understanding of our environment and support systems embedding.
  • Define & maintain a comprehensive range of portfolio wide indicators / measures for rail investment in the company to support informed decision making and provide information on the health of the portfolio.




  • A strong understanding of financial concepts and investment principles is crucial. This includes familiarity with portfolio management, asset allocation, risk assessment, and performance measurement.
  • Proficiency in data analysis tools and techniques is essential for interpreting financial data, identifying trends, and extracting insights from large datasets. Experience with software such as Excel, SQL, and data visualization tools.
  • Knowledge of portfolio reporting standards and regulations is important for ensuring compliance and accuracy in reporting.
  • Ability to work with various portfolio management systems, databases, and reporting platforms is necessary.
  • The ability to meticulously review data, detect errors, and ensure consistency is paramount.
  • Effective communication skills, both verbal and written, are essential for conveying complex financial information to various stakeholders. This may involve preparing reports, presenting findings, and collaborating with team members.
  • The capacity to identify issues, analyse root causes, and propose solutions is valuable in addressing challenges related to portfolio reporting and information management.
  • Strong organisational skills are necessary for managing multiple tasks, meeting deadlines, and prioritizing workload effectively in a fast-paced environment.
